## Job Summary
The Procurement Incharge (Alternate Fuels) will secure a consistent, cost-effective, and high-quality supply of biomass fuels—primarily Parali (paddy straw), rice husk, and briquettes—to power the facility's daily operations. Reporting directly to the Plant Head, this role requires expanding and managing a cross-border procurement network spanning multiple states. The ideal candidate will mitigate seasonal supply risks, handle regional logistics, and ensure zero plant downtime.

## Key Responsibilities## 1. Strategic Sourcing & Network Expansion
* Map out and onboard farmer cooperatives, agricultural aggregators, and biomass pellet/briquette manufacturers across [J&K], and [Himachal Pradesh]
* Build a resilient multi-state vendor pipeline to eliminate single-source dependencies and manage varying regional harvest calendars.
* Negotiate long-term supply contracts, seasonal pricing agreements, and commercial terms under the guidance of the Plant Head.
## 2. Supply Chain Continuity & Storage
* Secure a steady daily supply of biomass to meet the 40 MT plant capacity requirements.
* Efficiently manage the plant storage yard and regional transit hubs to build robust buffer stocks.
* Counter seasonal shortages, winter disruptions, and monsoon challenges by planning cross-border material movements in advance.
## 3. Quality Assurance & Boiler Health
* Implement strict sampling and testing protocols at the plant gate for incoming multi-state trucks.
* Inspect fuel parameters for optimal calorific value, low ash content, and permissible moisture levels.
* Reject substandard or adulterated materials to protect boiler health and maintain thermal efficiency.
## 4. Logistics, Cost & Compliance
* Coordinate with local transport unions and interstate logistics providers across [J&K], and [HP] to optimize freight costs.
* Streamline unloading schedules to minimize vehicle turnaround times at the plant gate.
* Maintain strict physical separation between the fuel storage yard and food processing zones to prevent contamination.
* Ensure compliance with the J&K Pollution Control Committee (JKPCC), state specific transport regulations, and food safety hygiene standards.

* Fuel Stock-Out Days: Target is 0 days. Zero production halts or boiler shutdowns due to fuel unavailability.
* Buffer Stock Maintenance: Maintain a minimum 15-to-30-day buffer stock of dry biomass ahead of monsoon and peak winter seasons.
* Geographical Diversification: Source at least 30% of total fuel requirements from outside the immediate Jammu district (leveraging [Punjab] to hedge supply risks.
* Moisture & Quality Compliance: Ensure >95% of accepted fuel deliveries meet standard moisture and ash criteria.
* Material Rejection Rate: Maintain an incoming material rejection rate of less than 2% through strict vendor-level screening.
* Logistics Cost Control: Keep inbound freight expenses within the approved budget per metric tonne via route and contract optimization.
* Zero Contamination Incidents: 100% adherence to food safety norms; zero instances of biomass dust or pests entering the food processing zones.

## Requirements & Skills
* Experience: Minimum 10-15 years in biomass, agro-commodity, or industrial fuel procurement. Active working experience with vendors in [Punjab], and [J&K] is mandatory.
* Market Knowledge: Deep understanding of crop harvesting timelines (especially paddy straw/Parali windows in Punjab and J&K), interstate transport regulations, and toll/tax rules.
* Technical Familiarity: Clear understanding of industrial boiler fuel requirements (biomass briquettes, pellets, and loose straw).
* Education: Graduate in Agriculture, Supply Chain Management, Business Administration, or Engineering.
* Languages: Fluency in Hindi and Punjabi is mandatory. Knowledge of Dogri is highly advantageous.
* Travel: Willingness to travel extensively (up to 50%) across rural procurement clusters in J&K, Punjab, and HP.
