The Project Control Manager is responsible for leading and overseeing all
project controls functions to ensure projects are delivered on time,
within budget, and in alignment with contractual and client requirements.
This role provides strategic and operational leadership across cost
management, scheduling, risk, forecasting, change management, and
performance reporting for complex, multidisciplinary projects.
The Project Control Manager partners closely with Project Managers,
Engineering Leads, and senior leadership to provide accurate insights,
enable decision-making, and drive consistent project controls standards
across the organization.
Key Responsibilities
Project Controls Leadership
Establish, implement, and maintain project controls standards,
procedures, and best practices across projects.
Lead and mentor project controls staff, including cost controllers, and
analysts.
Act as the primary project controls authority supporting project
managers and business unit leadership.
Cost Management & Forecasting
Develop and oversee project budgets, cost baselines, and cash flow
forecasts.
Monitor project cost performance, trends, and variances; provide early
warnings and corrective action recommendations.
Lead Estimate at Completion (EAC) processes and lifecycle cost
forecasting.
Support contingency management and cost risk assessment.
Change & Risk Management
Lead project change management processes, including cost and schedule
impact assessments.
Support identification, quantification, and tracking of project risks
and mitigation actions.
Ensure alignment between risk registers, contingency usage, and
forecasts.
Reporting & Performance Monitoring
Develop and deliver accurate, timely project performance reports and
dashboards.
Provide clear project status updates to senior leadership and clients.
Support governance, audits, and project reviews with defensible data.
Qualifications & Experience
Education
Bachelor’s degree in Engineering, Construction Management, Finance,
Business, or a related discipline.
Professional certification (preferred):
PMP, AACE (CCP / PSP)
, or similar project controls certification.
Experience
12+ years of progressive experience in project controls, cost control,
or project management.
Proven experience managing project controls for large, complex,
multidisciplinary projects (infrastructure, water/wastewater,
transportation, energy, or industrial).
Demonstrated leadership experience managing or mentoring project
controls teams.
Technical Skills
Strong expertise in:
Cost management and forecasting
, Integrated scheduling (e.g., Primavera P6, MS Project), Change control
and risk management, Advanced proficiency in Excel and project controls
systems.
Experience with Power BI or other reporting tools is an asset.
