Head of Health, Safety & Environment (HSE) – Exploration & Production
Job Summary
The Head of HSE – E&P is responsible for providing strategic leadership,
governance, and assurance of Health, Safety, and Environmental performance
across all Exploration and Production activities. The role ensures that
E&P operations are conducted safely, responsibly, and in full compliance
with regulatory, corporate, and international standards, while driving
continuous improvement and a strong safety culture across the
organization.
Key Responsibilities

Develop HSE Strategy & Leadership and Implement across the business

Lead the HSE team and maintain the HSE Officer at FPSO, develop
reporting system to suit OISD, DGH requirements.

Maintain and manage the manpower during the emergency conditions like
cyclonic condition in sea or any emergency, lead the CMT (Crisis
Management Team) Noida during any emergency.

Define and implement the HSE vision, strategy, and objectives for all
E&P activities, aligned with corporate and business goals.

Material Service Requisitions (MSR) review and propose the requirements.

Provide visible leadership and accountability for process safety,
occupational safety, and environmental stewardship.

Establish and maintain the E&P HSE Management System in line with
international standards (e.g., ISO 14001, ISO 45001, API, IOGP) and DGH,
OISD standards.

Ensure compliance with all applicable local, national, and international
regulatory requirements.

Lead internal and external audits, inspections, and assurance
activities.

Interface with regulators, partners, and joint ventures on HSE matters.

Oversee development and maintenance of Safety Cases, risk registers,
bow-tie analyses, and emergency response plans.
- Lead HAZID, HAZOP, SIMOPS, and other critical risk reviews.

Participate in integrity management of wells, facilities, pipelines, and
subsea systems.

Ensure contractor and supply-chain HSE performance meets company
standards.

Oversee HSE performance during high-risk activities including drilling
campaigns, offshore operations, and shutdowns/turnarounds.

Ensure effective environmental management, impact assessments,
emissions, waste, and spill prevention and response including obtaining
Environment Clearance (EC), Consent to Operate (CTO) from relevant
regulatory authorities.
- Conduct required HSE trainings.
- Lead environmental incident response and reporting.

Ensure robust incident reporting, investigation, and learning processes.

Maintain and test emergency response and crisis management capabilities.

Promote a strong, proactive HSE culture across the E&P organization.

Develop HSE leadership capability at all levels through training,
coaching, and competency frameworks.

Drive continuous improvement using KPIs, benchmarking, and lessons
learned.
Qualifications & Experience
-
Bachelor’s degree in Engineering, Science, or related discipline;
Master’s degree preferred.

Typically, 18–25+ years of experience in oil & gas, with extensive E&P
operational exposure.

Proven experience in a senior HSE leadership role within upstream oil &
gas.

Strong knowledge of drilling, production operations, well integrity, and
major hazard facilities.

Demonstrated experience interfacing with regulators and managing joint
venture HSE requirements.

Strong leadership, influence, and decision-making skills at executive
level.

Deep understanding of E&P HSE risks, regulations, and best practices.

Excellent crisis management and incident investigation capabilities.

Ability to balance operational delivery with safety and environmental
protection.

Strong communication skills across workforce, management, and external
stakeholders.
Certifications (Preferred)
- NEBOSH Diploma or equivalent.
- Incident investigation and process safety certifications.
- Offshore safety certifications (e.g., BOSIET) where applicable.
