Position Title: Head of Information Technology (IT) / IT Head / Chief Information Officer (CIO)

The Head of IT for a joint Public Transport and Solid Waste Management company is a technology executive responsible for driving digital transformation across a highly complex, asset-heavy operation. This leader bridges corporate IT infrastructure with specialized operational technologies (OT), including Intelligent Transport Systems (ITS), IoT-enabled waste tracking, automated routing, and massive field-force management systems.

Reports To	Chief Executive Officer (CEO) / Chief Operating Officer (COO) / Vice President
Location	Corporate Office (with deployment oversight at transit hubs, depots, and waste processing plants)

Core Responsibilities

1. Smart Transit & Fleet Technology (OT Integration)
   • Manage Intelligent Transport Systems: Oversee the implementation and maintenance of Automatic Vehicle Location (AVL) via GPS, Passenger Information Systems (PIS), and electronic ticketing/automated fare collection (AFC).
   • Optimize fleet telematics: Integrate real-time diagnostics monitoring fuel consumption, driver behaviour, and predictive maintenance schedules for buses and waste trucks.
   • Supervise depot automation: Deploy automated entry/exit systems, smart charging infrastructure for Electric Vehicles (EVs), and digital inventory tools.
   • Control Centre Formation and Management and Data Analysis for Cost Saving.
2. Solid Waste Management & IoT Operations
   • Deploy IoT tracking networks: Manage RFID, weight-sensor, and camera integrations on waste compactors and bins to track collection efficiency.
   • Optimize smart routing systems: Oversee GIS-mapped, AI-driven dynamic routing software to optimize daily garbage collection paths and reduce fuel consumption.
   • Automate plant operations: Collaborate with engineering teams to secure and maintain IT infrastructure within waste-to-energy plants and automated sorting facilities.
3. Enterprise Infrastructure, ERP & Cloud Management
   • Govern corporate ERP platforms: Oversee the performance, customization, and security of enterprise systems (e.g., SAP, Oracle) handling Finance, HR, and Supply Chain.
   • Drive cloud migration strategies: Architect and manage scalable hybrid-cloud environments (AWS, Azure, or Google Cloud) to store massive operational data feeds.
   • Support field-workforce mobility: Build and secure mobile applications utilized by field route inspectors, drivers, and sanitation workers.
4. Cybersecurity, Governance & Disaster Recovery
   • Secure critical infrastructure: Protect operational technology (OT) and SCADA systems at waste plants from external cyber threats and sabotage.
   • Enforce data privacy laws: Ensure compliance with regional data protection acts regarding commuter payment details and public transit surveillance video data.
   • Establish disaster recovery: Formulate robust backup protocols and business continuity strategies to prevent operational downtime during network or power failures.

Key Performance Indicators (KPIs)

• System Uptime & Availability: Target of >99.9% uptime for critical ticketing, GPS tracking, and routing applications.
• IT Project Delivery Rate: Percentage of digital initiatives delivered on time, within budget, and to spec.
• Cybersecurity Incident Rate: Number of successful network breaches or operational disruptions caused by malware (Target: Zero).
• Mean Time to Resolution (MTTR): Average speed of resolving high-priority IT tickets at transport depots or processing plants.

Job Requirements

Education & Certifications

• Educational Background: Bachelor’s or Master’s degree in Computer Science, Information Technology, or Electronics Engineering. An MBA in IT/Operations is highly preferred.
• Professional Certifications: Certifications such as ITIL, PMP, CISSP (Cybersecurity), or AWS/Azure Solutions Architect add significant value.

Experience

• Minimum 12 – 15 years: Progressive IT experience, with at least 5 years in a senior IT leadership role (IT Manager or IT Head).
• Industry Domain Exposure: Direct experience managing IT/OT infrastructure in logistics, public transit, municipal services, supply chain, or heavy manufacturing.

Technical Skills & Competencies

• Deep understanding of IoT architectures, GIS mapping, telematics, and automated fare systems.
• Expertise in network security, cloud computing, and relational database management (SQL/NoSQL).
• Strong capability in vendor negotiation for high-value software licensing and hardware procurement agreements.
