Waste Management company is a top-tier executive responsible for the
financial sustainability, capital structuring, and regulatory governance
of high-volume public utility operations. This leader handles complex
revenue models — combining public farebox collections, municipal tipping
fees, government subsidies, and public-private partnerships (PPPs) — while
managing multi-million capital expenditure (CAPEX) for fleets and
processing infrastructure.

Core Responsibilities
1. Capital Structuring & Project Financing (CAPEX)

Finance massive assets:
Raise capital and secure favorable financing for heavy fleet expansion
(buses, EVs, waste compactors) and infrastructure development (depots,
waste-to-energy plants).

Govern PPP arrangements:
Structure and monitor financial models for Public-Private Partnerships,
concession agreements, and municipal bonds.

Lead investment appraisal:
Direct the financial feasibility analysis, risk assessment, and ROI
modeling for long-term green-energy and smart-city technology
investments.
2. Revenue Management & Subsidy Allocation

Optimize revenue streams:
Oversee multi-channel revenue collection frameworks, including automated
fare collections (AFC), municipal waste collection tariffs, and
commercial advertising.

Manage government subsidies:
Secure, track, and optimize public sector viability gap funding (VGF),
environmental grants, and carbon credit monetization.

Review tariff structures:
Partner with municipal bodies to model and propose financially viable
commuter fares and solid waste tipping fees.
3. Budgeting, Cost Control & OPEX Optimization

Direct corporate budgeting:
Lead the formulation of annual operating budgets across geographically
dispersed transport depots and waste treatment facilities.

Control major cost drivers:
Implement rigorous variance analysis and cost-containment strategies for
highly volatile expenses like fuel, electricity, vehicle spare parts,
and labor.

Optimize working capital:
Manage inventory carrying costs for maintenance workshops and streamline
accounts receivable from government or municipal clients.
4. Corporate Governance, Taxation & Compliance

Ensure statutory compliance:
Oversee absolute adherence to international/national accounting
standards (IFRS/Ind AS), municipal fiscal laws, and corporate tax
regulations.

Direct financial reporting:
Present accurate, transparent quarterly and annual financial statements
to the Board, government auditors, and financial institutions.

Lead risk management:
Establish airtight internal controls, fraud prevention protocols, and
comprehensive asset insurance frameworks across all operational sites.
Key Performance Indicators (KPIs)

Operating Ratio:
Total operating expenses divided by total operating revenues (target:
minimized).

EBITDA Margin:
Operational profitability tracking before interest, taxes, depreciation,
and amortization.

Cost per Kilometer / Ton:
Granular cost efficiency tracking of transport fleet operations and
waste collection routing.

Working Capital Cycle:
The speed and efficiency of turning current assets and liabilities into
cash flow.

Percentage deviation between actual operational expenditure and the
approved annual budget.
Job Requirements
Education & Credentials

Professional Qualification:
Chartered Accountant (CA), Certified Public Accountant (CPA), or
Chartered Management Accountant (CIMA/CMA) is mandatory.

Academic Background:
Master’s degree in Finance, Economics, or an MBA in Finance from a
premier institution is highly preferred.
Experience

Minimum 15–20 years:
Progressive financial management experience, with at least 5–7 years in
a CFO or equivalent top-tier financial leadership role.

Proven financial leadership in infrastructure, public utilities, mass
logistics, aviation, power, or heavy engineering sectors.

Prior experience managing multi-million-dollar annual budgets and
complex debt-to-equity restructuring.

Deep mastery of project financing, corporate taxation, cost accounting,
and public procurement frameworks.
